[Vim-vms] setting cdpath, path & tags

I haven't been able to set cdpath, path & tags to anything that will work.
 
For instance, whatever the value of cdpath I get the following error
 
E344: Can't find directory "FTPLUGIN.DIR" in cdpath

Command failed

Does anyone have any ideas?
